Post: Human Resources / Learning & Development Key Business Partner

Permanent Full Time Contract

Location: Chaseley Home, Eastbourne

Reporting to the CEO of The Chaseley Trust with an HR Operational Report to the Human Resources Manager, Rehab Group UK, the postholder will lead the provision of the HR / Learning and Development service to the Chaseley Trust, including the line management of a team of Learning and Development and HR staff. Key duties will include contributing to the organisation and people agenda and ensuring HR compliance and continuous improvement.

The ideal applicant will be educated to third level, be a member of the Chartered Institute of Personnel & Development (MCIPD) and have 5 or more years relevant HR experience, ideally gained within a social care environment. Candidates will be required to demonstrate previous line management experience, experience in the provision of a responsive HR service and possess excellent organisation and communication skills.

Title of Post: Home Manager

Qualification: First Level Registered Nurse and RMA or recognised equivalent

Accountable to: Chief Executive

Liaises with: Heads of Departments and all Personnel of the Trust

Job Summary:

Be the Registered Manager for Chaseley Home.

Maintain and manage the running of The Chaseley Home in accordance with The Health and Social Care Act 2008, the Essential Standards of Quality and Safety and Codes of Practice.

Manage the Clinical Leads and Learning and Development Coordinator in overseeing the management of all Nursing Personnel, Activities Staff, and other floor based personnel as well as allied outside health care contractors including the GP (Chaseley’s Medical Officer).

Liaise with the Human Resources Department and ensure that the recruitment process and the delivery of 24 hour support, care and provision of services to all service users are in accordance with The Health and Social Care Act 2008 and the Essential Standards of Quality and Safety.

Liaise with all Managers and personnel of The Trust and senior staff within the Rehab Group.

Act professionally at all times, exercising leadership in all aspects of management, promoting best practice and excellence in nursing care to ensure the smooth running of the Home.

Ensure responsible and efficient use of resources, keeping within designated budget.

In accordance with the Nursing and Midwifery Council Code of Conduct, act as an advocate for the people who use the Trust’s services.

Deputise for the Chief Executive when required.

Main Duties and Responsibilities

1 Clinical

Manage the Learning and Development Coordinator and ensure they take a lead in the process of setting and monitoring standards of care in accordance with The Health and Social Care Act 2008, the Essential Standards of Quality and Safety and Codes of Practice.

Ensure that individualised care programmes are agreed with residents & day care attendees and that programmes are evaluated regularly in accordance with The Health and Social care Act 2008, the Essential Standards of Quality and Safety and Codes of Practice.

Lead the Clinical Leads to ensure a collaborative and cooperative approach is employed in planning care, liaising with the Physiotherapists and Occupational Therapists ensuring that good communications are upheld.

Liaise with the HR & Training Department to ensure best practice is maintained and embedded throughout the Home, ensuring compliance with policy and current employment legislation.

Act as a change agent in the furtherance of implementing best practice.

Liaise closely with The Chaseley Trust’s GP/Medical Officer and maintain a high profile with visiting GPs and other health care professionals.

2 Management Responsibilities

Responsible for the overall performance within The Home.

Manage and support the Clinical Leads to ensure they maintain resident and respite care accommodation towards maximum occupancy and assess potential new service users.

Work with and support the Senior HR & Training Coordinator to manage their team and to facilitate evidence based practice within the Home.

Ensure that there is the best use of human resources and supplies within budgetary constraints, with economic and efficient use of medical, surgical and other supplies.

Ensure that the ordering, storage and administration of medicines complies with the Chaseley Trust’s Policy and Nursing & Midwifery Council’s Standards for Medicine Management.

Ensure that all nursing records are maintained in accordance with agreed standards and the Nursing and Midwifery Council’s Record Keeping Guidance.

Be aware of all regulations particularly with respect to The Health and Social Care Act 2008, the Essential Standards of Quality and Safety, Codes of Practice, Safeguarding Adults at Risk Protocols, The Mental Capacity Act 2005, The Health & Safety at Work Act, Manual Handling of Loads, Risk Assessment and COSHH.

Ensure complaints from both residents and staff are handled in a professional manner without bias at all times and in accordance with the Trust’s complaints procedure.

With support from the Human Resources and Training Department, ensure all disciplinary, performance and sickness absence investigations are carried out in accordance with Employment Law

Chair meetings as appropriate.

Represent The Chaseley Trust at hospitality and other functions as required.

Participate in the on call rota when required

Liaise with Admin & Finance staff to ensure service users contracts are in place

3 Personnel

In conjunction with the Human Resources and Training Department, ensure the ongoing recruitment and selection of new staff.

Ensure that staff Supervision and Performance & Development reviews are carried out.

Ensure that all new staff in areas of management undertakes an Induction Programme.

Support, advise and counsel all staff in areas of management.

4 Staff Education & Training

Act as a mentor / preceptor to junior staff.

Work with the HR & Training Department is maintaining a learning environment.

Support staff in attending further training and ensure compliance with The Health and Social Care Act 2008, The Essential Standards of Quality and Safety and Codes of Practice.

Take an active role in Audits and Quality Assurance Programmes and undertake weekly and monthly audits in accordance with the Trust’s programmes and best practice.

5 Professional Development

Keep up to date with PREP requirements, identifying own learning needs and accessing training as required.

Keep abreast of developments within the Trust and with the developments within local and national health care.

6 General

Lead on and maintain all Trust Policies in line with best practice and within relevant legislative boundaries.

Maintain all confidential information.

Promote the business of The Chaseley Trust in a professional manner ensuring that an open and welcoming approach is adopted and that good customer care is exercised at all times.

Take a lead in the Business Excellence Programme and demonstrate commitment by participation in surveys, audit, research and workshops where required

Keep abreast of current and changing Health and Safety and employment legislation, updating the senior management team on any amendments.

Attend and participate in mandatory training.

Adhere to organisational business performance management reporting requirements.

Participate in yearly Performance and Development Reviews and attend supervision sessions with line manager.

Attend meetings and seminars as set by the Rehab Group.

7 Hazards

The job involves frequent exposure to unpleasant working conditions on a regular daily basis, e.g. bodily fluids including sputum, vomit, urine, faeces, blood, sweat, exudates, fleas, lice and occasional exposure to verbal and physical aggression and or challenging behaviour.

You may be required to work alone in an environment, e.g. assessing and managing risk.

You will be working with people who are classed as vulnerable adults and who can present with behaviours that challenge, this can include but not exhaustive the following, physical contact, swearing, shouting, throwing objects and emotional outbursts.

There are many complex moving and handling situations.

You will be working with critically unwell service users which results in unpredictable situations.
